CA Non-Residents Can Apply for Concealed Carry Permits
Thanks to a preliminary injunction in the Second Amendment Foundation’s (SAF) case CRPA v. LASD, non-resident SAF members can apply for a California carry permit.
The injunction requires that California accept permit applications from any United States resident outside the state who is a member of SAF or its partner organizations and not prohibited from possessing firearms.
“As you might imagine, the state of California is not wanting to make it easy for non-residents to apply for a carry permit,” said SAF Executive Director Adam Kraut. “As a SAF member and non-resident of California, however, you’re allowed to apply. The main thing to keep in mind is that you need to submit your application through the sheriff or police department for the county you plan to visit. The order specifically lists how to apply, so that’s the best place to find the exact information you need.”
United States District Court Judge Sherilyn Peace Garnett’s Jan. 22 order sets forth the following criteria for those applying for the newly available non-resident permits:
- Must be a member of SAF or other partner organization included in the lawsuit.
- Applicants must file the application with the sheriff or chief of police in a county in which they plan to visit in the next 12 months.
- Must be a U.S. citizen or legal resident and not prohibited from possessing firearms.
- Non-residents receiving a California permit can only carry handguns and magazines that are legal to possess in California.

“This case had the appropriate conclusion – non-residents should not have their Second Amendment rights stripped just because they crossed a state line,” said SAF founder and Executive Vice President Alan M. Gottlieb. “Now, thanks to SAF and its partners, all you have to do is be a member and you’ll be allowed to apply for a permit no matter where you live. The best part is you didn’t have to be a member of SAF when the ruling was issued, you can still join today and apply for your non-resident carry permit.”

Hunting Regulations and Public Meetings by the LDWF
LDWF To Hold Public Meeting on Wild Turkeys in Northeast Louisiana on May 28
The Louisiana Department of Wildlife and Fisheries (LDWF) will hold a public meeting at the LSU AgCenter in St. Joseph in Tensas Parish on May 28 at 5:30 p.m. to discuss wild turkey populations in the northeast portion of the state. The LSU AgCenter is located at 4589 Highway 605 in St. Joseph.

Louisiana Wildlife and Fisheries Commission Approves 2025-27 Hunting Regulation Notice of Intent
The LWFC approved a notice of intent (NOI) for the 2025-26 and 2026-27 hunting seasons, 2025-26 general and Wildlife Management Areas (WMA) hunting seasons and rules and regulations at its May meeting Thursday (May 1) in Baton Rouge.
The approved NOI included several amendments adopted during the NOI process, which began in January.
The NOI will now be sent to Legislative Oversight for review. If the Legislative Oversight committee finds the NOI to be acceptable the LDWF Secretary will finalize the Rule and it will be published in the State Register.

Another Legislative Session, Another Bill to Strip Your Constitutional Rights from the Far Left
In their never ending attempt to violate your Civil Rights protected by the Second Amendment, Louisiana Sen. Gary M. Carter, Jr. (D, New Orleans) has filed SB211, which is straight out of the radical liberal left's playbook. SB211 is a RED FLAG bill that would strip your Second Amendment Rights without due process.
As they unfailingly do, gun control proponents are using emotionally-charged moments of national tragedies to try to advance their preexisting agenda to ban firearm ownership, or some portion of it, in whatever ways they can. Reports indicate that the leading proposals being considered by Congress concern what is commonly called Red Flag or extreme risk protection order legislation. The real purpose of these laws, however, is simply to empower judges to nullify Second Amendment rights with the stroke of a pen.
Even if it were possible to accurately predict future dangerous behavior, simply depriving an individual of the right to possess or receive firearms, without addressing the underlying causes of the person’s dangerous tendencies or instability, cannot prevent bad outcomes. A desperate, dangerous, or unstable person left to his or her own devices can still cause harm to self or others, including with illegally acquired firearms.
But even if these laws had some evidence of success, they would still unacceptably fly in the face of due process, the presumption of innocence, and fundamental fairness. America’s constitutional and legal orders are premised on defining what the government can do and circumscribing its ability to intrude on fundamental rights. These laws fail in this respect as well.
But, no amount of logic will stop a person who is illogical from proposing bad legislation.
The Senate Judiciary C Committee heard Mr. Carter's bill on Tuesday, May 13, 2025 at the State Capitol. Your LSA President Dan Zelenka and Vice-President Everett Baudean where there to testify on your behalf. Also, the NRA and the Women for Gun Rights - Louisiana were there as well. I am happy to report that the bill was defeated in Committee and is dead for 2025...but it will come back year after year.
In the Louisiana House, Rep. Matthew Willard (D, New Orleans) has introduced HB220, which creates the crime of improper storage of a firearm. It explicitly targets gun owners for negligent conduct where existing law suffices. This legislation merely seeks to treat guns and gun ownership differently than a host of other potentially dangerous conduct. This bill was supposed to be heard in the House Committee on Administration of Criminal Justice on May 8, but that date was changed. It was heard by the committee on May 20 and made it out of committee. The author of the bill agreed to an amendment to lower the age to 13 years, which makes the bill more acceptable. All 10 of the committee members voted to approve the amended bill. The LSA will continue to monitor this bill.
Legislative Update

A Few Gun-Related Bills on our Radar
As previously mentioned in this issue of the LSA Monthly, there are two anti-gun bills that have been proposed in the Legislature thus far.
SB211 (Sen. Gary Carter, D, New Orleans) was defeated in committee on May 13 and is dead for 2025. This bill was a so-called Red Flag law that would have denied due process for people accused of the potential for violent behavior.
HB 220 (Rep. Matthew Willard, D, New Orleans) creates the crime of improper storage of a firearm. It explicitly targets gun owners for negligent conduct where existing law suffices. This legislation merely seeks to treat guns and gun ownership differently than a host of other potentially dangerous conduct. The bill was heard on May 20, 2025 in committee and, unfortunately, made it out of committee. However, it has been amended to make it more palatable by applying the bill only to children under the age of 13. We still have a chance to kill this bill when it comes up for a vote in the House and will monitor the bill to determine our next course of action.
There are a few positive pro-gun bills that have been proposed. These too were heard on May 20 and all these bills made it out of committee.
HB 393 (Rep. Dennis Bamburg, Jr., R, Bossier City) clarifies the present law recognizing the rights of a bystander or spectator to carry a concealed handgun at a parade or demonstration.
HB 407 (Rep. Lauren Ventrella, R, Greenwell Springs) allows non-residents to apply for and obtain a Louisiana Concealed Handgun Permit.
SB 101 (Sen. Blake Miguez, R, New Iberia) ensures constitutional carriers and out-of-state concealed carry permit holders who have reciprocity with Louisiana can carry firearms in more areas across the state by eliminating some gun-free zones.
As always, your LSA will stay diligent and will be at the State Capitol protecting your rights.
