2026 Annual Meeting and Elections
The LSA will hold its Annual Meeting of Members and Elections on March 1, 2026 at the Cabela's in Gonzales, LA. The meeting will be held in the upstairs meeting room and starts at 10:00 AM and will end at approximately 1:00 PM.
The meeting is open to the public. All members in good standing will be asked to vote on 1/3 of the Directors and on any legitimate business presented to the Board. There is no cost to attend. Members may pay their dues at the door. We will have M1 Garand rifle raffle tickets for sale as well, which funds the Junior Shooting Program.
Our special guest speaker will be Sen. Blake Miguez (R, Dist. 22, New Iberia). Sen. Miguez will be awarded the LSA 2025 Legislator of the Year award at the meeting.

SB211 is a BAD BILL and must be Defeated!
In their never ending attempt to violate your Civil Rights protected by the Second Amendment, Sen. Gary M. Carter, Jr. (D, New Orleans) has filed SB211. SB211 is a RED FLAG bill that would strip your Second Amendment Rights without due process. Even if it were possible to accurately predict future dangerous behavior, simply depriving an individual of the right to possess or receive firearms, without addressing the underlying causes of the person’s dangerous tendencies or instability, cannot prevent bad outcomes. A desperate, dangerous, or unstable person left to his or her own devices can still cause harm to self or others, including with illegally acquired firearms.
But even if these laws had some evidence of success, they would still unacceptably fly in the face of due process, the presumption of innocence, and fundamental fairness. America’s constitutional and legal orders are premised on defining what the government can do and circumscribing its ability to intrude on fundamental rights. These laws fail in this respect as well.
The Senate Judiciary C Committee will hear Mr. Carter's bill tomorrow, Tuesday, May 13, 2025 in room F at 9:30 AM at the State Capitol. If you can attend, please do. When entering the room ask the clerk for a card to register your opposition to a bill. Complete the card and hand it back to the clerk. There is no reason to speak in front of the committee, but your presence int he room and the card you complete speaks volumes for opposition to the violation of your Civil Rights.

LSA Wins in Challenge of Ban on Handgun Sales for Young Adults
On January 30, 2025, the Louisiana Shooting Association scored an important victory in its challenge of a federal prohibition on handgun sales to young adults with a unanimous ruling by a three-judge panel of the Fifth U.S. Circuit Court of Appeals to reverse a lower court decision and remand the case back for further action. The LSA was joined in the case of the Second Amendment Foundation, the Firearms Policy Coalition, and two private citizens, Emily Naquin and Caleb Reese, for whom the case is named. The case is known as Reese v. ATF.
Writing for the court, Circuit Judge Edith Hollan Jones, a Ronald Reagan appointee, stated, “Ultimately, the text of the Second Amendment includes eighteen-to-twenty-year-old individuals among ‘the people’ whose right to keep and bear arms is protected. The federal government has presented scant evidence that eighteen-to-twenty-year-olds’ firearm rights during the founding-era were restricted in a similar manner to the contemporary federal handgun purchase ban, and its 19th century evidence ‘cannot provide much insight into the meaning of the Second Amendment when it contradicts earlier evidence.’ In sum, 18 U.S.C. §§ 992(b)(1), (c)(1) and their attendant regulations are unconstitutional in light of our Nation’s historic tradition of firearm regulation. We REVERSE the district court’s judgment and REMAND for further proceedings consistent with this opinion.”
Joining Judge Jones are Chief Judge Jennifer Walker Elrod, a George W. Bush appointee, and Circuit Judge Rhesa Hawkins Barksdale, a George H.W. Bush appointee. Their decision relies on guidelines set forth by the U.S. Supreme Court in the 2022 Bruen ruling.
“We’re delighted the Fifth Circuit took this action,” said SAF founder and Executive Vice President Alan M. Gottlieb. “We have always maintained that young adults, who can vote, join the military, get married, enter into contracts and even run for office can also enjoy the full rights of citizenship which includes rights guaranteed by the Second Amendment. If we can trust young adults to defend our country, we can certainly trust them to own any and all legal firearms.”
“Today the Fifth Circuit reaffirmed what prior courts and common sense tell us: ‘that the right to keep and bear arms surely implies the ability to purchase them,’” said SAF Executive Director Adam Kraut. “Adults 18-20 years old are indisputably part of the People, whose rights under the Constitution are no less than their father’s or their grandfather’s.”

Please SUPPORT Senate Bill 152.This bill corrects a typographical error in the Constitutional Carry law and changes the word “weapon” to “handgun” in several places in the concealed handgun permit statute to make it more uniform.
Please SUPPORT Senate Bill 214. This bill amends R.S. 14:95.5(C)(2) to allow persons who are carrying a firearm pursuant to the Constitutional Carry law to possess the firearm in a restaurant that serves alcohol. This brings carrying a firearm under the Constitutional Carry law more in line with the concealed handgun permit statute.
Please OPPOSE Senate Bill 203. This bill creates the “Office of Gun Violence” within the Governor’s office. It is designed to perform gun violence research and make policy recommendations to reduce gun violence. It is supported by the anti-gun extremist groups Everytown for Gun Safety and Moms Demand Action. This would become a government funded platform for unconstitutional gun rights restrictions.
Please OPPOSE Senate Bill 256. This bill is this year’s version of a “Red Flag Law” that would allow the government to take away my right to keep and bear arms without charging me with a crime. We have beaten back these efforts several times in the past, and we must do so again.
